Born in 1973, he developed a keen interest in the possibility of intelligent life on other planets from an early age. With dedication and persuasion, he studied the history of both Portuguese and international UFO cases and, over time, was able to meet with most of the pioneering investigators in Portugal, developing a respectful relationship with them that soon developed into genuine and lasting friendships.
Feeling a sense of stagnation in the field of ufology, and motivated by the activism of people like Steven Greer, Steven Bassett or Paola Harris, Francisco founded the Portuguese Exopolitical Initiative in 2009, which was later registered as a non-profit organization.
Exopolitics Portugal works in coordination with CTEC, the Center for Transdisciplinary Studies of Consciousness, a research and thought group based in the Department of the Fernando Pessoa University in Porto, Portugal. The members of this research center are many academics from universities in Portugal.
Over the years, and with the support of CTEC, Francisco has organized several conferences at the Fernando Pessoa University, with speakers such as David Griffin, Frederik Uldall, Gary Heseltine, Olli Pajula, Paola Harris, Pepón Jover, Richard Dolan, Robert Fleischer and Stephen Bassett.
He has also made presentations at UFO conferences in the Czech Republic, Denmark, Germany, Spain, and the United Kingdom.
Francisco has also been involved in several television documentaries that have been filmed in Portugal, including “UFO Europe” and “Planet UFO”, both for the National Geographic Channel. He also appears in seasons 1, 2 and 3 of "Aliens" for the History Channel. He has participated in numerous news segments on Portuguese television, as well as being a guest on numerous radio programs. He is also an occasional contributor to UFO Truth Magazine (based in the UK).
Together with various heads of international Exopolitics groups, he co-founded the Global Exopolitics Organization (GLEXO) and sits on the Advisory Board of the Institute of Exopolitics.
He is also one of the founders of ICER - International Coalition for Extraterrestrial Research, being the continental director for Europe of this organization, which has representatives from 27 countries, from 5 continents.
